First-Time Passport Applicants
If you have never held a U.S. passport before, your previous U.S. passport was issued more than 15 years ago, or if your previous U.S. passport was issued when you were under age 16, you must apply for a passport in person.
This means you must submit your U.S. passport application in person at a regional Passport Agency or to a Passport Acceptance Agent. In many cases, it will be most convenient for you to complete the full process of applying for a first-time passport personally. However, if you urgently need a first-time passport and are not located near a regional Passport Agency, SOS can still assist after you make your appearance at a Passport Acceptance Agent.
